The article questions aspects of the Connecticut Department of Economic and Community Development's Small Business Express Program, which was passed last October in a special legislative session. The program is set up to provide small business owners with grants to help increase job creation and stimulate economic growth, and the article questions if the funding should be focused on "emerging growth" businesses rather than just "small businesses".
