Matt is an Associate in the Litigation Department, where he focuses his practice primarily in the International Trade Compliance and Sanctions Practice Group and the White Collar Defense, Internal Investigations and Corporate Compliance Practice Group. Matt represents companies in corporate compliance and regulatory enforcement matters, with an emphasis on U.S. export controls – the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) – and U.S. trade sanctions administered by the Office of Foreign Assets Control (OFAC). In addition, Matt has experience in representing clients in matters involving fraud, anti-bribery (Foreign Corrupt Practices Act – FCPA) concerns, and anti-money laundering (AML) issues.
Matt’s work includes heading internal investigations and preparing disclosures on behalf of companies facing civil and criminal penalties, as well as conducting root cause analysis and developing practical corrective actions to enhance corporate compliance. Matt also has experience in litigating commercial disputes, including contract claims and business torts, and actively participates in pro bono work, representing individuals in criminal and housing matters.
Before joining Wiggin and Dana, Matt worked at United Technology Corporation’s Pratt & Whitney, a leading aero-engine manufacturer, where he led the development and execution of international export licensing strategies and implemented process enhancements to streamline the company’s export authorization management program.
Matt received his J.D. from the University of Connecticut School of Law, where he was a teaching assistant for Moot Court and a Dean’s Merit Scholarship recipient. While in law school, Matt worked as a Law Clerk for the Honorable John A. Danaher III at the Connecticut Superior Court. He received his B.A. in Political Science with a minor in Business Administration from the University of Connecticut.
