In 1980, the Federal Trade Commission abandoned its test for whether a trade practice is unfair to consumers – "the Cigarette Rule." Most states with "Little FTC Acts," however, still follow the Rule. This panel of experts will explore the significance of the divergence in FTC and state standards, both in theory and in practice.
