Kevin Carroll Joins Wiggin and Dana as Litigation Partner in the White Collar Defense Group
Wiggin and Dana is pleased to announce that Kevin Carroll has joined the firm as a Litigation Partner in the White Collar Defense, Investigations and Corporate Compliance practice group in the Washington, DC office. Mr. Carroll is a skilled litigator with experience advising the White House, a Cabinet member, CEOs, a congressional committee chairman and generals. Mr. Carroll’s practice will focus on representing corporations and individuals in white collar defense, internal investigations, Congressional investigations and corporate compliance matters.
Immediately before joining Wiggin and Dana, Mr. Carroll served in the White House as Executive Director and Chief Counsel of the U.S. Council on Transnational Organized Crime to White House Chief of Staff and Secretary of Homeland Security, the Hon. John F. Kelly. He led a team from the Defense, Homeland Security, Justice, State, and Treasury Departments and the Intelligence Community implementing Executive Order 13773 by issuing reports to the President; advocating changes to the National Security Strategy; and recommending changes to cyber and intellectual property theft, fraud, racketeering, smuggling and trafficking crimes and recommending changes to intelligence and sanctions authorities.
Prior to his most recent government service, Mr. Carroll was Deputy General Counsel and Senior Vice President for Government Affairs at a software company whose major clients include the FBI, military and Secret Service. Mr. Carroll was also a Senior Associate at a national law firm in Washington, DC, where he participated in a Securities Act trial and litigated on behalf of U.S. manufacturers victimized by trade secret theft, and an advocacy group pursuing First Amendment claims. Kevin earlier served as senior counsel to the Hon. Peter T. King, chairman of the House Homeland Security Committee and senior member of the Financial Services and Intelligence Committees, for whom he conducted oversight investigations and prepared public hearings. He also served in the Middle East and U.S. as a CIA case officer. An Army and reserve officer for 24 years, Lieutenant Colonel Carroll served in the Office of the Secretary of Defense, on the Joint Staff, and in Germany, Bosnia, Hungary, Cuba, Afghanistan, Iraq and Yemen.
Mr. Carroll received his LL.M in National Security Law from Georgetown University, his J.D. from Fordham University, and a B.A. in History from Johns Hopkins University. Following law school, Mr. Carroll clerked for United States District Judge Thomas C. Platt in the Eastern District of New York.
