Counsel

Shahrzad Noorbaloochi is Counsel in Wiggin and Dana’s International Trade Compliance practice. She advises multinational companies on U.S. economic sanctions, export controls, and national security regulations, including matters involving OFAC, the EAR, ITAR, and CFIUS. In an increasingly complex global regulatory environment, Shahrzad counsels companies on the business and compliance implications of geopolitical developments and rapidly changing trade controls.

Shahrzad represents clients before U.S. enforcement authorities in government investigations, internal reviews, and voluntary self-disclosures to the Departments of Commerce and the Treasury. She counsels clients on sanctions compliance and licensing, export classification and licensing, ITAR registrations and agreements, and national security risk assessments for cross-border transactions, including the preparation of CFIUS filings.

Prior to joining Wiggin and Dana, Shahrzad practiced at a global law firm, where she advised Fortune 500 and other multinational companies across the defense, aviation, technology, financial services, and retail sectors. She also brings valuable in-house experience from a global technology company, where she advised on export control and marketplace initiatives and supported international expansion through cross-functional risk assessments.

Her work has been recognized in Best Lawyers: Ones to Watch in America for Administrative/Regulatory Law and Government Relations Practice (2026) and was selected to the Washington, D.C. Super Lawyers Rising Stars list (2020-2026).

Shahrzad served as a law clerk to judges of the U.S. District Court for the Eastern District of Virginia and the District of Columbia Court of Appeals.
