Zachary is an Associate, resident in the Washington D.C. office, and a member of the firmโ€™s Environmental, Health and Safety (EHS) Practice Group. Zachโ€™s practice focuses on EHS compliance counseling, permitting, remedial matters, transactional work (e.g., mergers and acquisitions, due diligence), regulatory enforcement, and legal services including litigation and public policy. Drawing upon his experience serving in multiple federal agencies including the U.S. Department of the Navy, U.S. Environmental Protection Agency (EPA), and the U.S. Department of Justice, as well as in the private sector, Zach has advised clients on myriad Clean Air Act (CAA) and Clean Water Act (CWA) regulatory and permitting issues, having represented various trade associations in EPA rulemakings, and advocated on behalf of clients in connection with environmental regulatory advocacy and litigation, including state and federal PFAS laws.

In addition to his CAA and CWA experience, Zach has also provided advice for, and advocated on behalf of, clients on matters arising under federal EHS statutes and regulations, including but not limited to Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and Occupational Safety and Health Act (OSH Act). He has extensive experience guiding clients through rulemaking processes and litigating cases under these statutes as governed by the Administrative Procedure Act (APA).

While at the EPA, Zach handled Suspension and Debarment cases, developing case strategies, negotiating administrative agreements, and making recommendations to EPA officials. As an attorney for the Navy, he provided environmental legal services including planning, compliance, remediation, natural resources conservation, regulatory and legislative development, contract review and drafting, litigation support, and policy guidance in support of the Naval Air Systems Command Headquarters, its affiliated program offices, and the Commandโ€™s many field detachments. He maintained a busy employment law litigation practice as well.

While in law school, Zach was a Research Assistant to Professor Robert Percival and Dean Donald Tobin, and had clerkships at the Office of the General Counsel for the Department of the Navy, the Environment and Natural Resources Division within the Department of Justice, and the Office of the Attorney General within the Maryland Department of the Environment, where he first gained litigation experience in environmental enforcement and property-rights cases.
