Jolie is a Partner in Wiggin and Danaโs Litigation Department and Health Care Practice Group. Jolie co-leads the firmโs False Claims Act Defense and Compliance Practice Group. Jolie is a seasoned litigator, former federal prosecutor, and skilled negotiator with extensive experience in health care investigations, litigation, and alternative dispute resolution. Her practice focuses on representing and advising clients regarding federal investigations, internal investigations, health care oversight, regulatory compliance and in complex civil litigation, including civil rights and contractual disputes.
Previously, Jolie served for almost a decade as an Assistant United States Attorney in the Eastern District of New York, including as Chief of Healthcare Fraud. Drawing upon her background in investigating and prosecuting fraud matters against pharmaceutical companies, pharmacies, hospital systems, laboratories, physician practice groups and individual providers, Jolie now represents clients in government and internal investigations with a particular focus advising on the False Claims Act, federal Anti-Kickback Statute, Stark Law, the Food Drug & Cosmetic Act, HIPAA and other health care fraud and abuse laws and health care regulations.
In addition to representing clients in health care litigation, Jolie also provides regulatory and compliance counsel throughout appeals of reimbursement decisions, administrative sanctions, and matters relating to allegations of billing fraud, including payment reviews, audits and responding to agency warning letters. Jolie represents entities and their executives before HHS-OIG, DOJ, and other federal agency OIGs and state attorneys generals.
Prior to becoming Chief of Healthcare Fraud, Jolie also represented the United States in constitutional and employment matters. She successfully argued cases before the United States Court of Appeals for the Second Circuit.
Before becoming an AUSA, Jolie was an attorney at Quinn Emanuel Urquhart & Sullivan, LLP where she handled significant complex commercial disputes in areas including intellectual property, securities, and civil RICO. In her extensive pro bono matters, she successfully litigated womenโs health, domestic violence, federal criminal defense matters and asylum.ย
Jolie earned her J.D. from Georgetown University Law Center and her B.A.,ย magna cum laudeย in History and English from Mount Holyoke College. She currently teaches Advanced Legal Methods at New York Law School.

False Claims Act
- Defending an Ivy League university in an ongoing qui tam โimplied certification theoryโ FCA lawsuit in the District of DC, alleging misrepresentations of Title IX compliance in federal grant certifications
- Defended a telehealth provider in a federal FCA investigation into billing practices, involving services provided in multiple states, resulting in a favorable settlement
- Defended numerous physicians and medical health professionals in FCA investigations pending in the Southern and Eastern Districts of NY and District of CT, all relating to the submission of allegedly false claims to federal health programs, negotiating favorable settlements for clients and avoiding any criminal charges
- Represented private equity client in government investigation by the Medicaid Fraud Units and Departments of Health in NY and CT, resulting in no claims brought in any jurisdiction

- Represented doctor at sentencing for PPP loan fraud in federal district court; mitigated sentence

Health Care Litigation
- Representing hospitals and health systems in challenging the refusal by insurers offering Medicare Advantage plans to provide retroactive payments in the wake of a Supreme Court ruling striking down Medicareโs reduction of payments to non-profit hospitals under the 340B Drug Discount Program; litigation pending in Delaware, Indiana, and Connecticut
- Defending a New York hospital in civil rights action stemming from reporting to New York Cityโs Administration for Childrenโs Services
Heath Care and Life Sciences Regulatory Counsel
- Regularly assist hospitals, skilled nursing and assisted living facilities, and life science companies with issues such as Stark law, Anti-Kickback statute, False Claims Act and Sunshine Act analysis, policy drafting, federal and state investigations, patient abuse investigations, provider disclosures and self-reporting to the Office of Inspector General (OIG), and compliance planning
Elder Care Law
- Representing children of Alleged Incapacitated Persons in a contested Article 81 Guardianship proceeding with hearings lasting multiple months and billions of dollars at issue, pending in New York Supreme Court
