Paul is a Partner in Wiggin and Danaโs Litigation Department in the New Haven and New York offices. Paul is a skilled litigator and former federal prosecutor. His practice focuses on representing and advising corporations, boards, board members, and executives regarding internal investigations, regulatory compliance, criminal defense, and related civil and administrative matters. Paul also litigates complex civil matters.
Immediately before joining Wiggin and Dana, Paul served for over a decade as an Assistant United States Attorney in the Eastern District of New York, including as co-director of the officeโs FIFA Task Force, and as deputy chief and acting chief of the Public Integrity section. In those roles, Paul supervised teams of more than a dozen federal prosecutors and investigators from the Public Integrity, Business and Securities Fraud, and Asset Forfeiture sections of the U.S. Attorneyโs Office, as well as from the Criminal Division of the Justice Department in Washington. Also in those roles, Paul served as liaison with the Eastern Districtโs anti-corruption law enforcement partners, including the Federal Bureau of Investigation, and Internal Revenue Service Criminal Investigations, as well as foreign law enforcement bodies, including the Swiss Office of the Attorney General.
During his tenure in the U.S. Attorneyโs office, Paul led and supervised numerous complex investigations and prosecutions, including various types of fraud, corruption, racketeering, campaign finance offenses, obstruction of justice, and tax crimes. Targets of these prosecutions included a member of Congress and multiple members of the New York state legislature. As part of the Department of Justiceโs investigation of corruption in FIFA, the governing body of international soccer, Paul also prosecuted and convicted numerous soccer officials and sports marketing executives from around the world for their receipt of millions of dollars in bribes. For his work on the FIFA case, Paul was recognized by the Department of Justice with the Attorney Generalโs award. Paul has tried seven cases to jury verdict, including the conviction of the leader of the New York State Senate, and wrote and argued numerous motions and appeals before the district court and the Second Circuit.
Before serving in the U.S. Attorneyโs Office, Paul was a law clerk to the Honorable Nicholas G. Garaufis of the Eastern District of New York and worked as a litigation associate in the Boston and New York City offices of Mintz Levin. Between college and law school Paul worked in the White House, where he served in President Clintonโs speechwriting office and in Vice President Goreโs Chief of Staffโs Office.
Paul is a member of the Criminal Justice Act panel for the United States District Court for the District of Connecticut, and in that capacity he accepts assignments from the court to represent indigent defendants in federal criminal cases.
Paul received his J.D., cum laude, from Harvard Law School. He received his B.A., magna cum laude, in History with a concentration in English from Columbia College.

Paulโs recent representative matters include:
- Representing the former Prime Minister of Malaysia in a civil action filed in federal court in order to obtain evidence in the United States that would assist him in defendant against criminal charges in Malaysia related to the 1MDB scandal
- Representing a Norwegian citizen resident in the United States in connection with his appearance in the United States as a witness in a Dutch criminal proceeding
- Conducting an internal investigation for a major Asia-based financial institution regarding decisions made by U.S. executives to engage in a transaction that resulted in a significant loss
- Representing the subject of a New York federal grand jury investigation into suspected fraud against New York City by a city contractor
- Representing hedge fund investors in a series of lawsuits and arbitrations in multiple jurisdictions against the fund, the fundโs principals, and their associates for breaches of fiduciary duty
- Representing a FINRA-licensed individual in a FINRA disciplinary proceeding concerning suspected insider trading
- Representing the Democratic members of the Connecticut Reapportionment Commission in litigation before the Connecticut Supreme Court regarding Congressional redistricting
- Representing targets, subjects, and witnesses in Connecticut and New York federal grand jury investigations of financial crimes including bank fraud, wire fraud, federal contracting fraud, commodities fraud, and money laundering
- Representing Yale University in connection with a False Claims Act investigation regarding valuable intellectual property rights
- Representing Yale University and Yale Law School administrators in connection with a federal lawsuit filed by Yale Law School students alleging claims including defamation and invasion of privacy
- Representing foreign citizens in an effort to unfreeze their frozen securities accounts at a U.S. securities firm
- Representing Epic Games in its successful federal antitrust lawsuit against Google relating to the Google Play Store
- Representing a quick-service restaurant franchisee group in an arbitration brought by a contractual partner over how to account for profits
- Representing a major whey protein manufacturer in a federal lawsuit brought by a former customer after the manufacturer stopped supplying the customer
